is there am ipod touch app that will let me look at gps locations by typing in a longitude and latitude number?

What do you mean by “gps location”? Longitude and Latitude were used long before GPS was even though of.
Perhaps you just want a map of the world, with lat/long grid and zoom capabilities. Like Google Earth, but for the iPod.
